Reporting directly to General Counsel, the Assistant General Counsel is responsible for providing legal advice and counsel on a wide variety of matters relating to the operation of a public health care system, including health care law and regulations, employment law, medical liability defense, contracts and public procurement. Assists with internal investigations, legal research and writing, preparation of pleadings, legal memoranda and briefs. Will appear and be present in front of administrative boards, at trial and appellate courts.
Must have graduated from an American Bar Association (ABA) accredited school of law.
Must have a minimum of three (3) years of progressively responsible legal experience that demonstrates an understanding of the required knowledge, skills and abilities.
Requires the ability to read, write and speak effectively in English.
Must be able to communicate orally in the English language with employees, senior leadership and the Board of Directors, clients, and the public using a telephone and in group and face-to-face, one-to-one settings.
Requires knowledge of State and federal constitutional and statutory provisions relating to health care and public entities, and thorough understanding of the principles of civil law.
Requires knowledge of principles and practices of personnel management and supervision.
Must be able to work cooperatively with other employees, customers, clients, and the public.
Must be organized, detail oriented and have excellent oral, written and negotiation skills.
Requires familiarity with state and federal healthcare laws and regulations, e.g. EMTALA, DNV, AHCCCS, HIPAA, Medicare/Medicaid, nursing, medical staff and house staff topics.
Requires knowledge of Academic Affairs/ACGME; State mental health services laws and regulations, general governmental practice, legislative practice, state open meeting and public records laws, and conflict of interest laws.
