SUMMARY: AC Transit is actively searching for a Director of Civil Rights and Compliance Programs. This position will report to the General Manager and oversee all functions and activities of the Office of Civil Rights and Compliance. This position is responsible for promoting equal access and opportunity; ensuring compliance with programs including but not limited to: equal employment opportunity and Title VII (EEO), disadvantaged business enterprise (DBE), Title VI, Department of Transportation (DOT)/Licensing compliance, and Alcohol and Drug Testing Program compliance; coordinating the activities of the department with those of other District departments/divisions, and outside entities; accomplishing departmental planning, operational goals, and strategic objectives; and furthering the District's goals, and objectives within general policy guidelines.

Provides leadership to assigned units; selects, trains, develops, mentors, and guides staff in achieving goals and objectives; provides constructive feedback on performance and behaviors; reviews and evaluates work; counsels and handles personnel actions, as needed.
Develops, directs, and coordinates the overall work plan of the department; contributes to the department's service quality through the development and implementation of policies and procedures to meet legal requirements, District needs, and strategic objectives; continuously monitors and evaluates the efficiency, and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
Manages, develops, and administers the department's annual budget and provides for the effective utilization of organizational resources; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of, and approves expenditures; directs and implements adjustments, as needed. Represents the Office of Civil Rights and Compliance to the Board of Directors, other departments, elected officials and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations
Manages personnel to direct, manage, and establish policy for Disadvantaged Business Enterprise, Small Business Enterprise, and Minority and Women Business Enterprise Programs to ensure disadvantaged businesses are aware of and participate in District contracting activities.
Monitors responses to civil rights inquiries, concerns, and complaints from employees, the public, and local, federal, and state agencies.
Oversees the District's EEO and Affirmative Action programs; provides oversight of training programs on equal employment opportunity laws, including sexual harassment, and the District's discrimination complaint process.
Oversees District-wide coordination and dissemination of information regarding Title VI programs, including compliance with Service Equity, Public Involvement, Limited English Proficiency (LEP), Title VI Reporting, and complaint response.
Oversees DOT and licensing compliance activities for safety sensitive classifications including monitoring driver credentials (License, Medical Cards); oversees development and dissemination of notification reports for medical card and license renewal; oversees Driver Annual Review process to include request for motor vehicle records (MVR)'s and distribution/collection of certificates of violation.
Oversees the District's Alcohol and Drug Testing Program including the random testing process; ensures compliance with the alcohol and drug policies, and that the District follows all applicable state and federal laws.
Establishes and monitors long-range goals and strategies; formulates policies; confers with and presents recommendations to the Executive leadership team and Board of Directors; oversees implementation of recommendations following adoption by Board.
Stays abreast of changing laws, regulations, procedures, innovations and emerging technologies pertaining to Civil Rights, DBE and DOT/Licensing compliance programs applicable to the transit industry and public sector agencies; communicates business implications, and impact to all key stakeholders including: Board of Directors, executive management, other District staff, and various public and private entities.
Performs related duties, as required.
MINIMUM QUALIFICATIONS: Education: Equivalent to a Bachelor's Degree from an accredited four-year college or university in Business Administration, Public Administration, management, or a related field.
Experience: Eight (8) years of verifiable and increasingly responsible experience in managing and administering civil rights, disadvantaged business enterprise, equal employment opportunity compliance programs or similar, including four (4) years of experience in a managerial capacity.
Legal Degree or legal experience preferred
Strong Civil Rights background and compliance experience
Outstanding customer service skills and business writing skills
Highly professional, tactful and diplomatic
Ability to handle conflict in a professional manner
Exercises discretion and able to keep confidentiality at all times
ADDITIONAL INFORMATION: Must maintain the physical condition necessary to (1) perform tasks in an office setting operating a personal computer, keyboards and other peripheral equipment; (2) possess physical mobility in order to transport oneself expeditiously within and between large District facilities.
