This position provides a broad variety of legal services to the County regarding land use, land development, zoning, and planning issues including representing the County before administrative bodies, State and appellate courts. The attorney in this position provides daily advice to County officials and staff on land use and land development issues, reviews legal documents, and drafts and presents local legislation affecting land use, land development, and related issues.
The successful applicant must be admitted to the Maryland bar, have considerable experience as an attorney and require minimum supervision in the performance of job duties.
This is full-time professional legal work in the County Office of Law performing a variety of specified legal services for various County departments. There is considerable contact with high-level County officials for the purpose of providing legal services and advice.
Work assignments involve handling matters of significant impact to the County and require considerable research, analysis and discussion before providing a legal opinion. The complexity of assignments varies and involves evaluating issues presented by client agencies and providing sound legal advice on complex land use matters; preparing for and representing the County in land use matters before the County Board of Appeals and appeals to the circuit court or appellate courts; and drafting legislation and appearing before the County Council to provide advice and answer questions regarding pending legislation . Assignments are made based on practice area knowledge and considerable latitude is given in fulfilling assignments and working with parties involved.
Work performed is evaluated by a higher-level attorney. An employee in this class may be the legal specialist in a specific subject matter discipline and/or provide varied legal services and advice for a number of County departments or agencies.
Graduation from an accredited school of law; admission to the bar of the State of Maryland; and considerable experience in professional legal work as an attorney.
Preference will be given to applicants who have:
- Minimum of five (5) years practicing as an attorney in the area of land use, land development, zoning, and planning.
- Minimum of five (5) years practicing before local and State administrative bodies, trial courts, and appellate courts.
